It'd be even more awkward if it was busy/crowded and you had to wait behind somebody to use the urinal. (because there would be less of them)

Standing next to them is worse. You probably don't understand because your a girl and you've (probably) never had to pee next to someone. Imagine there not being any doors on the stalls of a restroom and walls (if you're lucky enough to have any) that allowed you to look over at the person next to you. Its awkward.
