This is true. You could just live out at sea and stop for supplies every now and then. You'd only be bound by international laws which is basically no stealing or killing and if you have an issue obeying that then you're out of luck.

not only by living there you agree, but also when you use any means of the goverment which includes roads. Its called the social contract.
