I'm not sure what you're reffering to specifically, but in some cases you shouldn't have to control your actions.

I'm refering to limits. I don't think its okay to stalk people for instance, or to persue those that are underage, cannot consent legally, or to ruin a persons wedding. these are all just examples obviously. There is a need to be appropriate.
