Yeah, as I understand it, he was considered, but Richard Harris had said he didn't like Ian's particular style of acting. Due to this comment, Ian turned down the role out of respect for Harris

Maybe he thought that Magneto wasn't as important of a character as Gandalf and Dumbledore.

How can you say that anyone could make a better Dumbledore than Richard Harris?

Magneto, Gandalf and Dumbledore? Too much, I'm sure he would have been awesome as Dumbledore but Richard Harris and Michael Gambon nailed it anyway. It kinda fits too. First two films were very kid friendly, colorful and of course the main characters were still young and Dumbledore (Harris) was this respected grandfather type with a big ass beard but didn't do very much. Then in the 3rd film and onwards Gambon comes in with a booming voice and becomes much more involved and fits with the darker themes of the later books.
