That's intended for hilarious purposes. Obviously water isn't underwater and neither is fire but the inconsistency is what makes it funny. If you notice, Spongebob, Patrick, Squidward, and Mr. Krabs had no problem being on land in that one episode until they encountered the seagulls, yet Spongebob always has to have water when he goes in Sandy's Treedome.
