Cruella was not bald, and she is without a doubt one of the meanest Disney characters ever.

they never said the bad guy had to be bald, they just said the bald guy is always bad

Because, anything relating to age is to be despised and reviled. Flatter the young and get them to buy your shit and make anyone who isnt on the cusp insecure about their missing hair or cellulite
are we a culture the values our elders? hardly

Although alot of people (probably entitled youth) will just say its natural to maek ther 'ugly' the bad guy, i would contend there wasnt nealy this sort of pressure to look fantastic in decades past. I hate the fucking media

Yul Brynner in "The Magnificent Seven"... he was completely bald yet he was the hero...

LEX LUTHOR!!!! He is the classic villan, from one of the best-selling comic books in the world (Superman). Plus, he appears at least once in almost every single DC comic. I don't care what some of the various adaptations say, he's supposed to be bald. So are Two-face (Batman), Obidiah Stane (Iron Man), and Red Skull (Spiderman).
