They're actually more of a psychological thing. What they really mean is: I have a tiny human in my car so if you're driving recklessly you might wanna think twice and not take chances with the life of a baby while on the road.

I'm pretty sure those signs are there to let the first responders know that there is a baby in the car in case there is an accident and the driver is in no condition to tell them
