It's the part of your brain that processes numbers. In Western Society we read left to right, to the first (or, in large number, first few) numbers are considered first. So, even though we KNOW there isn't really difference between, say, a $500 computer and $499, our brain reads the first number first, so puts the $500 into the 500's category, and the $499 into the 400's category. We KNOW there isn't a difference between $1 and $0.99, but your brain still reads it as the less than 1 dollar category.
