Because a large percentage of Justin Bieber fans not being able to spell "checkout" caused the CEO of King Soopers to require checkout lanes even for those that bought no items.

Aside from the obvious reasons against this idea, there's the fact that this is bad marketing. If people could have a fast checkout lane if they bought only one item, then people would be tempted to not buy more than one item from the store.
