There kind of already is. After I had my sinus surgery at the ENT he pretty much vacuumed the snot out of my nose. It is a thin metal thing that he sticks in your nose and turns on the suction. It can hurt and sting though.

Yeah, when I had pneumonia, they stuck one down my throat into my lungs, but it kindof hurt my throat

I had sinus surgery and they used that on me, too. It hurt an stung like hell and made me tear up (the mouth, nose and eyes/tear ducts are all related). It was not fun at all.

It hurts and my eyes always water. I have had him put a scope all through my nose and down my throat. That numbing stuff they spray in your nose can only go so far.

Well, they have these suction balloon-looking things you use on babies since they can't blow their noses. They probably have them for adults.

I'm pretty sure there's this tube you can buy and connect it to your vacuum, and it'll suck the snot out of your nose. But I think it's only used for small children. :/

I've been suffering a case of chronic sinusitus since September (This is December 4) I've tried all of the standard recommended medical/chemical remedies, and am considering surgery.
Yesterday, I was sitting in my shop eying my shop-vac and decided what the heck. I stuck that thing up my left nostril and 10 seconds later I was breathing clearly. I repeated it with the right nostril. Bingo! Within minutes my breathing was clear, I could SMELL for the first time in weeks, and my ears were clear too. It felt like a gallon or so of snot was sucked out of my head.
My nasal passages felt a bit dry afterward, so I gave them both a shot of nasal saline spray.
For the rest of the day yesterday, I repeated the process about every two hours. Last night I had my first night of uninterrupted sleep in months and my wife said I didn't snore at all.
I repeated the treatment this morning. There is still a bit of pressure in my left maxillary and sphenoid sinuses, but it decreases each time, and instead of brown and yellow discharge, my snot is clear.
From researching today, I found out this is standard treatment in Europe. If I'd known this in September. I'd have saved a fortune on prescriptions.
