Oh jeebus, this reminds me of last year when this girl was making fun of me for wearing boots in the springtime... and she was wearing socks and sandals... it was pretty hilarious actually. xD

It's "is". It's like saying socks with sandals is the worst trend. It's one idea, like peanut butter and jam. You say "peanut butter and jam is my least favourite sandwich filling", not "are" because it's talking about one thing. I can't think of a really good example, so here's another one. You could say "my favourite colours are black and white" because you're talking about two colours, but if you said "my favourite colour setting on my camera is black and white", it's also right because in that sentence you're talking about one thing.
