No. The people vote for who's president, the people vote for propositions, when laws are being made they have to go through a ton of people and even then some of them don't get passed because not enough people voted for it or a lot did. If someone doesn't like how the country is being run then they are the minority who didn't vote for whatever it is they are complaining about.
