Japan and China might count depending on how you interpret this, and the Soviet Union and other communist states that banned religion certainly do.

A lack of religion and moral relativism aren't the same thing, but maybe those communist states did take up moral relativism after banning religion. I don't know much about history.

Or on any books or texts where a group of people use it to condemn certain people or acts, but completely ignore other rules in the books that are inconvenient or absurd to them. Like Christians and the bible.
