It is, basically. They mold this glue stuff to make the milk look like it's splashing (they're not about to take the photo mid-splash, and it won't look so nice anyway) and they also pick out the best looking pieces of cereal to stick into this gluey stuff. And then they take a picture of it for the box.

my cooking teacher told us they use glue for milk because it's whiter in photo's or something and just looks nicer.
