+133 Clouds should be frozen. I mean, they're made of water and you know it's cold up in the atmosphere, so why don't the clouds freeze? amirite?

They do eventually, but they start to build up. When it starts to freeze, it's just random ice crystals everywhere. Then some more starts to freeze over the crystals in which it falls down as snow (or if it's warm near the surface, rain/sleet).

Hail is when it is cold enough in the upper atmosphere to freeze but not as it falls. It falls, melts, and then an updraft carries it back high enough to freeze, each time it does thiss it gets more water on it making it bigger until the updraft is no longer enough to keep it from falling to earth. You can actually cut a piece of hail in half and see the layers.

I'M SORRY THIS IS SUPER LONG, BUT IT'S WORTH READING! Ok children, here's what's going on. Water evaporates, and goes high up into our atmosphere. The clouds we see are actually many, many SEPARATE molecules of water vapor. The water vapor molecules stay up there because the air is slowly rising at about .02 MPH, which is just strong enough to keep those molecules up there. Once things cool down, these bad boys crank up the Marvin Gate, turn back into their liquid form, and start bonding. Once this happens, they immediately become too heavy for the air to hold them up, and they fall back to earth. This is what makes rain. Now to answer your question about why clouds don't freeze - The above happens, only the molecules turn to ice instead of water. They also bond, and fall once they get heavy enough. Because these molecules stay separate and only bond and fall once they cool down, the clouds you see stay up in the sky.
