It would most likely be forbidden. I assume they wouldn't let just anyone use it, so if there was one I doubt they'd share the information with anyone. Which would leave it in the hands of a small group of people to shape history as they wanted it. So really we could just be living life as someone has decided it should be and all major life events are them trying to re-shape the future to make it so they came out on top. I'm sorry, I blacked out for a moment. I didn't say anything to conspiracy-ish did I?

There is no small group of people that use time manipulation to alter past events. The Union has always won the civil war. JFK has always been assassinated. Bubble gum has always been pink. Go about your life as normal. Because it is normal.
