I reckon it's not, because "highly" in this instance means "very".
But you're right that it does sound contradicting - like the phrase "pretty ugly" isn't an oxymoron, because it's usually the word "pretty" to mean "kind of", but it still sounds like one.

IDK about the Democrats/Republican thing (probably just fan interpretation, since UK politics would be different) but most people think the series is sort of a Holocaust analogy, what with "blood purity" and all, and how you can't really trust the people in control - just like how most governments didn't realise how bad and how extreme the Nazi Party was until it was too late.

Neville and Seamus are both pretty awesome. But I do agree that Seamus was a complete jerk face in Order of the Phoenix.
