Why does it matter? He/she is your EX, as in no longer yours, so let them if they want to.

Well, that depends. In most situations it's okay, but in some it isn't. you should just be prudent about it, and not stick your nose into other people's business.

As long as I broke up with her and I have no feelings for her anymore then he can go ahead and take her.

If I no longer had feelings for the guy and we broke up because of "us" problems and not "him" problems (i.e. we just didn't have chemistry, we wanted different things in our lives, we got bored with each other and he wasn't just generally a douchebag) I would be okay with my best friend going out with an ex.
