I think he means wearing the sweater/hoodie/whatever, but having it not on your shoulders. Like, hanging off. Hopefully that made some sense.

I only do that during track meets, not to try to be cute or anything. & I do it because I hate taking my sweatshirt on & off constantly inbetween events & heats.

You use that symbol too much, and incorrectly. It's not just a replacement for "and". http://en.wikipedia.org/wiki/Ampersand#Usage

No. Fucking no. A period is used to end a sentence, you can find that definition in any source, but that does not make "Do you like my dress." a proper use of that. The Ampersand and its //uses// to which I linked you show you WHEN to use it, such as "Spiderman & Company" etc. It's not just to replace any "and" you like.

I actually did not not (mean to) imply any of what you say I implied. Now I'm aware that I'm using it wrong, but that is not going to stop me, because I use lots of things wrong, and I only care about grammar to a certain extent.
