I always thought pika referred to the mouse-like animal called a pika and chu part is supposed to sound like he is sneezing out electricity.

a pika is a lagomorph (like rabbits and hares) not a rodent. it comes from pikapika (onomatopoeia of sparkle) and chuchu (sound of squeaking) spark(le) mouse

Lol i was basing this off One Piece. My favorite anime, and what I believe is one of their worst dubs. Pokemon one of the better ones. They also censored a bunch of other things, by the way. The youtube videos depicting edits are really explanatory.
