Money. Most places aren't going to shell it out. Nicer stalls are more expensive.

As stated in above comments, there are some that are more private. However, with better stalls and dividers comes higher prices. It will take a little extra time to design it, plus a little extra weight that will increase shipping, plus a little extra material for each door, which will change prices. Never underestimate a place to save money on stalls even if it's just a small amount. I wasn't saying it can't be done, just explaining why you don't see it very often.

I petitioned my school to do this for our dorm rooms. We'll see if it's done this semester. I may have to do it myself if it's not.
