how? maybe some people don't want to joke about it because they were traumatized by it or lost a loved one or don't think it's something that should be joked about.

um no. joking about that is neither tactful or a strike against terrorism. I understand what you are trying to say, by being afraid of 9/11 you are doing what the terrorists want. but joking about that is not appropriate.

My interpretation is that OP's joke is more about the way our government has tricked people into thinking we must go to war or else the "terrorists will win!"

Yeah, I agree, and I think that the whole "terrorists will win" argument is bullshit. Yes, 9/11 was a terrorist attack. We don't even know if it was Al Qaeda, there were many conspiracy theories about it, but even assuming it was Al Qaeda: look at what we're doing, killing hundreds of thousands of innocent people to "fight terrorism". Who are the terrorists now? Someone once accused me of being "with the terrorists", when in reality I am against the terrorist acts committed by the United States.

In a way, I can see why you'd say this. But you have to keep in mind that some people were actually traumatized, and that not everyone is upset over 9/11 because they're patriots.
Some people actually lost family and friends in the event. They shouldn't have to joke about it. Nobody should have to joke about it, really. But people do. Though that doesn't mean everyone should or shouldn't.
