genetic deformations can occur even without marrying within the family but the risks are higher between siblings, mother-son, etc I'm not sure but siblings share about 50% genetically and cousins drop down to 12.5%?

I think it's first cousins are 25% and second cousins are 12.5, so it should be legal to marry second cousins, but first cousins are still too similar.

I'm not sure if this is true, but I vaugly remember a history teacher saying that in the Victorian era (and around there) that it was pretty common to marry cousins- especially in royalty, who(m?) almost all were related to each other. I don't see it as a sign of progressing or digressing. I think the world just goes through trends, a lot are bound to repeat themselves. Can anyone tell me how to use whom?

Who is used when it is a subject, whom for an object. So if we rephrase your sentence: they almost all were related. --> Correct. They= subject; therefore 'who,' not whom. If you're not sure, just replace it with another pronoun. He, she, and they= who; Him, her, and them= whom.

I would. First of all, if they had kids, they'd more than likely be deformed. Secondly, people don't naturally like their parents, there is a huge distortion in the balance of power in that relationship.
