Pneumono means that it is related to the lungs and respiration. Ultra microscopic means that it is very small. Silico means that it is caused by the inhalation of silica. Volcano refers to the burning feeling it gives (like an erupting volcano). Coniosis is used to tell that it is a disease caused by the inhalation of dust.

The reason why it's not very common is because, as i said earlier, it's caused by the inhalation of a specific kind of silica, so mostly people who live in deserts are the ones who get it, and the population in deserted places is low compare to other places, other people who may get it are ones that work in labs around silica, and some people may actually get it, and never realize they do due to false diagnose by doctors or plain ignorance.
