Sephiroth wanted to rule the world and become a god. Kefka did. Sephiroth only has about 20 minutes of screen time throughout the entire game. Kefka was constantly taunting you throughout the entire WOB. The only thing evil Sephiroth actually did was kill Aeris. Aeris is awesome and counts as a 100 people, but Kefka did more than that. He poisoned Doma, killed General Leo, ruined the entire world, drove Celes and many others to suicide, and destroyed a town because he felt like it. Kefka does all of this while still being funny and entertaining, whichh is much more than Sephiroth can say.
