The behaviors of the characters would have made no sense if they were cats. That doesn't mean the writers couldn't have made a compelling narrative using cats. They would have just had to write an entirely different dynamic between the characters. Your opinion is a little reductive. Like saying Bobs burgers wouldn't have landed as well if the characters were aliens rather than humans. By nature of what the show is, it would have had to be entirely different in order for a different type of character to exist in it. That isn't an opinion as much as it is an observation.

My 2 year old daughter likes Bluey. I hear some parents talking about how they love the show too. It's not really my thing, but I just nod my head and smile.

Bluey frankly does not exhibit much dog like behavior... so i think they could be any animal frankly. Kind of like peppa pig.
