Potatoes are basically pure starch. They're not vegetables, they're nature's bread. And really, the thing about the term "vegetable" is that it has no hard-set definition. Words like "fruit" or "tuber" have scientific definitions based on biology, but "vegetable" is just a culinary term. It has more to do with the context in which the thing is eaten than what the thing is made of.
