On a societal level, making it so that most people feel like they can't afford kids is already causing significant problems in most developed nations. Current political and economic trends indicate that this will continue to get worse. Those living in poverty in less developed nations will end up with the greatest incentive to have kids. Since one more mouth to feed won't degrade their situation much, but if even one of their children becomes successful (usually by emigrating) then they will have a pension from remittances. This combination of low and high birthrates will fuel demand for worldwide economic migration for decades to come.

I didn't say rich. You just have to be financially stable and be able to support a child. It's incredibly irresponsible to have a child and not be able to support it, regardless of race
