It's because good behavior is their expectation and they feel they don't need to reward someone for what they should be doing anyways

At my high school, we could get rewarded for the simplest things. Usually, these things should be taken to be understood, but if a student got on a teacher's good side, the student would get a "Viking Voucher", which is a form of currency redeemable for snacks from the consession stand, tardy passes, Friday jean days, or school paraphernalia like flags or shirts and stuff. Students who maintained good GPAs also got a brownie party, an ice cream party, and a crawfish party. Maybe your school just hates you or something.

Oh, but school DOES reward you for your good behaviour, and even more for your hard work! That's why they give you those lovely little exams!
