At starbucks the smallest size is actually small. It's not on the menu, but you can order it.

I work at a coffee shop (not starbucks), and we had a loyal elderly customer decide one day to rant to us about how silly it was that Starbucks called their "small"s, "tall"s..I still think of that every time I hear about "tall" drinks

That's only Starbucks, and their tall is a small. So no, you can't order a "small"
