Calling someone a retard or retarded is wrong! No matter what the case, unless you are using it as a proper medical diagnosis.

If it's obviously untrue, then it's just another insult. If it's true, then you're making fun of someone for something they can't help, which is mean. That's why its so much worse when you call a blind guy who bumps into you blind that if he could see.
