Well if they didn't let cars go that fast, all the police officers would be out of a job haha :P

It's not for anything...it's so that the car doesn't have to use up so much power when it gets to 70 or 80, 'cause it'll be half of the engine's power instead of all of it

Actually, they can't. There is a restrictor plate in all vehicles that makes it so you can't go faster than around 100. The speedometer only goes that high so you think you can go fast. :)
