It's a psychological thing that department stores do... when people see prices that end in an odd number, they believe that item is at bargain value. When people see prices that end in an even number, they believe the item is of quality value. Which is why at grocery stores, you see tons of odd number pricing and at fancy restaurants, you see even number pricing.

Wow, that's awesome, I've never heard that before. I heard it was how your mind read its - that even though you know 9.99 is 10, your mind still put it in the 9 dollar category, as opposed to the 10 dollar one, because we read the 9 first.

Not only does it seem cheaper, as above comments have said but there is also a security reason. Businesses price items at odd numbers so the customer expects change so it's harder for staff to pocket sales.

Where I'm from they did away with 1c and 2c coins, now the smallest is 5c, so you pay R9,95 even if something is marked R9,99. I get that it looks a bit cheaper but if something is R9,99 I just call it R10. There's hardly a difference.
