It makes perfectly good sense*. The hotdog bun companies make more money by this. In order to have enough buns-to-hotdog ratio, you have to buy two packages instead of one, increasing their profits.

What, no. For each 10 hot dogs you get 8 buns, and for each 4 packs of hot dogs, you just get 5 packs of buns to pair evenly. I mean people aren't that dumb, they won't buy 16 buns and eat them just with 10 hot dogs "just cause".

Hotdogs are made with rolls. Hamburgers are made with buns.
Where I'm from the viennas come in packs of 12 or 24. The rolls come in packets of 6 or 12, and there are also loose rolls so you can buy however many you want.
