By "rule", do you mean "law"? Then that still wouldn't make sense. How would you tell if they were "creepy" or not?

I'm the OP. I don't think it should be a law necessarily, just common courtesy, like holding the door open for the person behind you or letting some one pass you when you're driving. You're not obligated to do it by law, you do it because it's just a decent thing to do, and as a teenage girl, I get creeped out when scary looking old guys try to talk to me. And teenage girls know which middle aged men are creepy, haha, it's not hard to tell.

I don't agree. One time I was crying by myself because of a few things that had happened that day and this middle aged man came and sat down by me saying that I didn't have to talk to him, but he'd listen if I wanted him to. It was comforting, in a way.
