This reminds me of brian regan. 2 fig newtons is not a serving size. 2 SLEEVES is a serving size.

There are also foods that list the serving size as "2 dozen cookies" or something outrageously large ; I mostly notice it on junk food.

I think it's based on the FDA. There are regulations like a "serving of x can only have so much y", so they make the serving small to have as much y as possible in the whole container.
