Ahh, but, as yddraigarian said, you are still only legally 20, therefore you're interpretation of age doesn't matter because, by law, you are 20, you get to experience what 20 year olds can, but you can't legally do things that 21 year olds can, such as drinking.

But, still in that case you are wrong. How we typically measure time is by full years, you're not 11 until you're 11th year is over. Even if you are on you're 11th year, you're not 11.

For us it's you have to have already had you're 16th birthday for your permit, and 17th before you can drive. I think you might be getting confused with what we're saying as "on your 15th year" we're saying that to be on your 15th year, you have to be working on your 15th year and that time takes place the day after your 14th to the day of the 15th.
