You can because in the Order of the Pheonix, Harry summoned a frog in Charms class, but I don't think you can summon a human.

Accio only works on inanimate objects. This is seen in Harry Potter and the Deathly Hallows when "Accio Hedwig" and "Accio Hagrid" do not work.

Untrue. It is simply very difficult to summon something that is, say, falling at 45 mph toward the ground, whilst it also has three times the mass of a normal man.

Going along your line of logic, it is simply very difficult to summon something that is, say, hundreds to thousands of miles away, whilst you are almost completely unaware of its whereabouts.

Why doesn't Voldemort just push Harry into a lake? Or off a cliff? Or light the Dursleys house on fire like they did the Burrow? Or poison his food? He really made everything more difficult for himself.
