I think it's mainly to let people know they're hearing it from there. If someone just randomly was talking about the weather and then all of a sudden said all schools have just been cancelled, it'd be pretty weird.

Maybe it's to be sure about what they just heard, as it could have come from somebody nearby who's talking with their friend.

I think it could be because they want to hear it as accurately as possible. But the other two explanations sound good too.
