No, I'd say rude people deserve to have their attention called to it.
It's not always rude not to thank someone, sometimes people think they deserve a 'thank you' when they really don't.
I always do that but as a joke, because sometimes I space out and forget to thank people.
I do this all the time, and all I can say is that they were asking for it.
Depends how it's said really, and the situation obvs, also who the conversation is between.

My teacher told this girl to pass a paper to me, she said that. I didn't really think I needed to thank her for that.
I love doing this at work to customers who've been a pain in the ass, especially by saying it genuinely as if they had just thanked you.
