+230 YouTube videos should be rated (G, PG, PG-13, etc) amirite?

I see your idea but kids who aren't old enough to see a PG-13 video are probably going to make a fake account anyway.

This would mean that every video would need to be pre-screened and rated before being put up. With the amount of videos people post there that would be completely impractical. I suppose they could have some kind of system where you choose a rating yourself before posting, or where the rating is decided by the votes of viewers, but I think these systems would be abused and very inaccurate.

There are videos that when flagged enough, wont let you watch unless you're 18, and any video that is way too inappropriate gets taken down by Youtube. That's probably as close to a censorship as you're going to get.
