It measures both. If you are an idiot but have good test taking skills you aren't going to do that good. On the other hand, if your smart and have bad test taking skills you will also do bad. If you have both good test taking skills and intelligence you will get a high score.

I agree with mouse4216. Both count and intelligence leads to common sense about test taking skills.

My sister has a learning disability. She is actually really smart and understands the material, but she always bombs tests.
