No, along with reincarnation there is a set of rules that determines what you'll be next. I doubt any of you have such awful lives that someone as nice as Hitler would receive your body. And as far as I know, suicide is permanent death in that belief, or something along the lines.

Hitler was probably reincarnated as a slug, if he was reincarnated at all. I think only really good souls get to be human in their next life.

Certain religions have rules in regard to reincarnation, but the belief can exist without it. I believe in reincarnation because it's the only thing that makes sense to me, but I don't think suicide will stop someone from being born again. I think they are born into the same life (the same situation, family struggles, problems with dependency, or whatever) over and over until they can muster the courage to pull through.
