Is it because it goes either way? Like 'Rape is History' (gone) and 'Rape History' (rape 127634 women in 32 hours or some shit) ?

Yeah, it's because it could go either way, depending on how you read it. You can read like "Promises to make rape part of his history" meaning he stops raping, or you can read it like "Promises to rape someone or some people so bad that it makes history."
