"Retarded." is an inapprpriate term to describe not any individual or group in particular. Saying something like "Schizophrenic" or "Severely depressed", is simply stating an illness and is no different than saying Cancer, or AIDS.

Yes, but when someone is calling someone "retarded", it is usually meant as an insult. When someone is calling someone "schizophrenic", it may be a doctor making a diagnosis, or a concerned family member sharing this information with other concerned family members.
