It depends on the girl and the mother. If the girl is unruly the mother should step up and act like a parent. If the girl is responsible, there's nothing wrong with having a balance so that the mother is not just a parent but also a friend.

Or maybe she cares enough to let you have the experience yourself. My mom is the only person I trust completely; she's my best friend. She knows when to be a parent and when to be my friend, but she also knows that I need to make my own decisions and have my own experiences. Mothers who let their daughters do whatever they want aren't necessarily "bad parents" and it doesn't mean they don't care. Girls, or really anyone in general, will end up making whatever decision they want, regardless of input from their parents. It's definitely easier to admit a mistake and attempt to fix it when you have support from your parents, instead of constantly hearing "I told you so" when they try to get help.

That's great. But still, sometimes when your parents give you too much freedom it feels like they don't care about whatever the fuck you do. I'm not the only one who feels like that. I've learned about that in psychology class. A good parent will let you have the experience yourself but also have expectations of you. If my mom lets me do whatever I want, it feels like she has no expectations of me and it makes me feel like it just doesn't matter what I do.
