But I guess it's a matter of dedication. Like, during Prohibition, people were adamant in their belief that alcohol was a right, thus, the underground flurished.
And, can't think of specific example, but over the centuries a lot of religions were forbidden by their countries (I think Protestants were for a period in the UK?) but people still practised them regardless, even at the risk of death.
True. I also think that it depends on how much the thing is already a part of society. Like, for example, if they were to illegalize cigarettes, people just wouldn't listen.
And, with things like prostitution, the powers that be have to accept that people are going to do it anyway, so it would make more sense to legalise it with strict guidelines and legislation.
I think they should keep it illegal, because if it were legalized there would be more people doing it. That's another thing that happens when things are legalized.

The problem with something like prostitution is pimps and drugs and stuff. You'll never stop that as long as people have a body and the need to survive. We'd all sell our bodies as a last resort, and someone is always buying. But I don't think it should be legalized, because it really does kill people.
About your comment on religion: There wasn't really too much of a religious underground. The prospect of religious tolerance was a major reason why many Europeans traveled to the New World. Groups like the Protestants and the French Huguenots, etc. simply crossed the Atlantic.
