Especially when it is the last measure. Also my current band director is a woman but when the semester coming up ends I will have a male director.

A rest is where you don't play; a whole rest is worth four beats (and in 4/4 time, an entire measure). A fermata is basically a hold. So a fermata over a rest pretty much means that you don't play until whoever is conducting decides to go on.
