sometimes they actually are, generally if they are new episodes the commercials will be geared towards the people who enjoy and watch that program. for example during sons of anarchy almost every commercial is for motor cycles. but if the show is a repeat and is just plugged in to fill space on their block the commercials are who ever paid for the slot.

I watched Charlottes Web last night, and one of the first ads shown was by our local supermarket advertising a special price on pork. Idiots.
