people tend to pay more attention to the law if they think that there is a police officer near them. people with the same cars essentially make things a little safer

Why? It's not going to have the blue stripes on it, the unit name and number, the Crime Stop phone number or the huge "POLICE" on the bonnet. And it's not like all police cars are the same. the are different cars, bakkies and larger vans.
